Instructions
1. Find a copy of all of the state flags and make a color photocopy of the pages.
2. Let the children help cut out all of the flags.
3. Glue one flag onto each index card.
4. Have the children sort the flags into categories. They can sort by colors, stripes, and symbols.
5. The children can do this over and over again, each time sorting by different criteria.
