2. Provide children with typical collage materials, such as buttons, fabric strips, the ever-famous colored tissue paper, feathers, and anything else you have hanging around that you just won't throw away.
3. Let children decorate the hats as they please. Every child will have his or her very own, unique, one-of-a-kind party hat!
